The Fair Wage and Skills Development Policy was introduced in the BC Legislature by way of a Ministerial Statement (see Debates of the Legislative Assembly, vol. 1, no. 12 [March 30, 1992], p. 215).
The policy was contained in the Fair Wage Order, made by Ministerial Order 37/92 for application on publicly funded construction projects. The full text of the order, dated March 30, 1992, was published in the BC Gazette, Part I, vol. 132, no. 19 [May 7 1992], page 549.
The original order was repealed and replaced by Ministerial Order 162/93 which in turn was repealed by Ministerial Order 400/94, dated November 29, 1994. See BC Gazette, Part I, vol. 134, no. 10 [March 10, 1994], page 298 and BC Gazette, Part I, vol. 134, no. 51 [December 22, 1994], page 1732 for copies.
In 1994, the Skills Development and Fair Wage Act, R.S.B.C. 1996, c. 427 was enacted. It was repealed by the Skills Development and Fair Wage Repeal Act, S.B.C. 2001, c.48, effective September 26, 2001.
