Health Sector Labour Relations Commissioner

The Health Sector Labour Relations Commissioner, James Dorsey, was appointed on January 25, 1995 to inquire into trade union representation and jurisdiction in the health sector. Section 11.1 was added to the Health Authorities Act, S.B.C. 1993, c. 47 by the Miscellaneous Statutes Amendment Act (No. 2), 1994, S.B.C. 1994, c. 50, s.13, to allow the Minister of Skills, Training and Labour to appoint the commissioner.

Section 11.1 was repealed effective September 28, 1995 as per section 34 of the Miscellaneous Statutes Amendment Act (No. 2), 1994, S.B.C. 1994, c. 50. The section states “Section 11.1 of the Health Authorities Act, as enacted by this Act, is repealed 90 days after the commissioner reports to the Minister of Skills, Training and Labour under that section.”  The report was submitted on June 30, 1995.

The current Health Authorities Act, R.S.B.C. 1996, c. 180 contains no reference to a Health Sector Labour Relations Commissioner.
