The Courts Administration Service Act, S.C. 2002, c.8 was brought into force by order of the Governor in Council on July 2, 2003 (SI/2003-109).  The Act consolidated the administrative services of the Federal Court of Canada, the Court Martial Appeal Court and the Tax Court of Canada into a single Courts Administrative Service.

A separate Federal Court of Appeal was created: the Federal Court - Trial Division was continued under the name "Federal Court" and the Federal Court - Appeal Division was continued under the name "Federal Court of Appeal".
