In the 1960s, the federal government developed a federal-provincial arrangement for sharing the cost of welfare programs. In 1966, the federal government enacted the Canada Assistance Plan, S.C. 1966-67, c. 45. Pursuant to Part I of the Act, a Memorandum of Agreement between Canada and British Columbia was signed on March 23, 1967.
In 1991, the Supreme Court of Canada rendered a decision regarding the federal government’s obligations under the plan and its agreement with the province.
