Industrial Relations Council Rules is the short title for the Industrial Relations (Practice and Procedure) Regulation.
On July 27, 1987, pursuant to section 21(2) of the Industrial Relations Act (formerly titled the Labour Code), RSBC 1979, c. 212, and with the approval of the Minister of Labour and Consumer Services, the Industrial Relations Council made the Industrial Relations (Practice and Procedure) Regulation.
However, section 21(2) of the Labour Code was amended by section 21 of the Regulations Act, SBC 1983, c. 10, with the result that, although it was titled as a regulation, the Industrial Relations Council Rules no longer fit the definition of reguation under section 1(a) of the Regulations Act. Therefore, they were not deposited as a regulation, do not have a regulation number, and were not published in the BC Gazette (see also the note in Table C, p. 84, of the BC Labour Relations Board 1992 Annual Report).
You can find the Rules as they read in 1987 in the British Columbia Annotated Industrial Relations Act, v. 2, under the regulations tab (available in Vancouver and Victoria Courthouse Libraries).
The Rules were officially published for the first time in the British Columbia Gazette Part I, on July 23, 1992 - Vol. 132, No. 30, page 931-4 (available in the Vancouver Courthouse Library), most likely because people couldn't find them. They don't seem to have been amended in the meantime.
The rules were repealed and replaced by the Labour Relations Board Rules, made under Ministerial Order (M4/1992), effective January 18, 1993.
